Bradbury County has about 100,000 residents spread across dozens of small communities. The county seat, Phillipsburg, is the largest city in the county with 18,000 residents. Many of the people who live in Bradbury County work in the neighboring county, which includes Philadelphia. According to the definitions in the text:
