It is difficult to document the effects of school choice programs because:
 
  a. the programs are so controversial no one wants to evaluate them.
  b. there have not been enough students involved to have any accurate measurements.
  c. the parents of students in school choice programs have the resources and interest in finding the best educational options for their children, thereby setting them apart from other students.
  d. All of these are reasons that the effects of school choice programs are difficult to measure.
