While most people are able to rely heavily on primary groups in times of

need, people who are homeless often do not have access that resource.

Instead, they are forced to turn to secondary groups such as social

service organizations which are often highly structured formal

organizations which may not be as equipped to deal with changing goals

and tasks that are the reality for people without housing. The lack of

good, stable social networks among the homeless necessitates the need

for formal organizations to provide services and aid.
