How has judicial discretion in sentencing changed since the 1970s? What are the effects of this?

Ideal Answer: The ideal answer should include:
1. Note the amount of discretion judges had in the 1970s.
2. Articulate the ways this discretion has changed.
3. Point out the effects this change has had.
