publicly funded elementary or secondary schools which a charter that specifies goals for student achievement. They are privately administered and exempt from certain laws regarding education. They vary from back-to-basics to technology-rich science and math schools to academies modeled on elite private schools.

Answer to Question 2

a free-market approach to school reform in which taxpayer funds are used to pay for students' tuition at private school, ostensibly upping competition and increasing quality in public schools.
