Primary  common deviant acts that do not affect the self-concept; Secondary  with repeated norm breaking and people's reactions, rule-breaking can become part of a deviant identity; Tertiary  deviant group redefines its activities, attributes, and identities as normal. Part of Labeling Theory

Deviance refers to breaking or refusing to follow a social rule; a crime is deviance that lawmakers consider bad enough to warrant formal sanctions; a crime violates a formal code enacted by a legally constituted body.
