Helping people in the Least Industrialized Nations to bring the birthrate down is in the interest of the Most Industrialized Nations because it promotes political stability, making the Least Industrialized Nations better risks for investment. Providing weapons to the elites of the Least Industrialized Nations ensures that stability (through dominance) will be maintained by those elites, who also are the primary local beneficiaries of the investments by the Most Industrialized Nations.
