Raise salaries to attract brighter, more energetic graduates and insist that teachers meet high standards.

Answer to Question 2

Mackay referred to collective behavior as herd mentality because of his comparison of people who engaged in group behavior that was disgraceful and violent to a herd of stampeding cows.
