Due to the professional monopolies physicianshave over their medical practices that place them at the top of the power hierarchy of the healthcare system, and the many organizations and corporations that currently profit from the existing system, the major stakeholders in the system have no incentive to change the system.

Answer to Question 2

The central goal of the ACA is to provide health insurance for Americans who have inadequate insurance or no insurance coverage at all. It tries to achieve this by allowing parents to keep children on their health insurance until age 26. Insurance companies cannot deny coverage to people with pre-existing conditions. And, it requires that everyone have insurance through their employer, through plans offered in state-run purchasing cooperatives or federally run cooperatives, or through an expanded Medicaid program.
