By doing so, public opinion will turn against the U.S. forces, both by the Iraqis who support them and by the Americans at home who are becoming tired of the war. Terrorists do not wear uniforms. No specific government that may be funding terrorism can be identified, making retaliation exceptionally risky, if not illegal and reckless.
