ANSWER: The tendency that children are disproportionately among the ranks of those who are poor.

ANSWER: The poverty line only takes into account income, and not benefits such as medical care or food
vouchers. It is too sparse, because it is based on a minimum amount needed for survival, not a balanced
way of life. The rationale used to set the dollar amount also assumed one could buy ingredients in bulk
quantities, people knew how to cook balanced meals from basic supplies, and the adults had the time to
do all the food preparation from scratch. It does not take regional differences into account.
