 The new postindustrial economy that emerged after the 1960s was characterized by service work and computer technology. This new economy relocated work from the old, downtown factories to office buildings, most of which were out in the suburbs.
 In cities like New York, losing people and businesses meant a smaller tax base. Those who moved out of the city were, on average, richer and better educated than those who stayed behind, including the poor and the unemployed, many of whom relied on social service programs.

Answer to Question 2

 After World War II, the federal government responded to the disrepair of downtown neighborhoods resulting from migration to the suburbs by passing the Urban Housing Act of 1949.
 Urban renewal allowed local city governments to seize a decaying neighborhood, force out the residents in exchange for nominal compensation, and sell the properties to developers.
 Developers pursued profits by building high-income housing and commercial properties, leaving little left for the poor who had been evicted.
