Answer to Question 1

Interdiction: stopping the movement of drugs across the border.
Prosecution: enforcing laws that ban drug sale, possession, or use.
Education: programs that try to convince people to stop using drugs or not to begin at all.
Treatment: programs to help people overcome drug-related problems.

Answer to Question 2

Radical-Left View: Drug laws (like all laws) reflect the interests of the powerful and criminalize poor people and minorities.
Liberal View: Drug use is a symptom of the suffering of many people from various problems, such as poverty and powerlessness.
Conservative View: Drug use is a symptom of poor moral instruction to young people. Schools, churches, and especially families should raise children with the moral values that will give them the strength to resist the temptation to use drugs.
Radical-Right (Libertarian) View: The government threatens civil liberties by using police power to make arrests, seize property, and monitor the lives of people suspected of using drugs.
