Collective violence is not likely to occur without mobilization: social mechanisms for bringing the affected people into coordinated and organized activity. Depending on the context, leaders have to emerge, money must be collected, and ways of exercising power must be discovered. Organization, administration, procedures, and strategies must also evolve. If the essential mix of resources is not mobilized, collective violence or war will not occur, even when the predisposing factors are substantial and the deprivation is severe.
