At 1540 hours, you respond to a call in a maternity store at a shopping mall, where you find a woman in labor. The physical exam reveals that the baby's head is crowning, and the mother says that she needs to push. When you deliver the infant, it is covered with a greenish-black material. The infant's respirations are gasping and are NOT moving air. You should:

  a. position the infant head down and rub its back to stimulate breathing.
  b. begin immediate ventilation with oxygen using the bag-valve mask.
  c. intubate the trachea and apply suction to the ET tube to remove any foreign material from the lower airway.
  d. give blow-by oxygen and transport immediately.
