A paramedic was late in reregistering and now, according to the State EMS Agency, must function as an EMT until all of the reregistration requirements are satisfied. As an EMT, he is on the scene of a motor vehicle accident and taking care of a critically injured teenager. While waiting for a paramedic to arrive, he starts an IV, but does not hang the IV fluid that will be used to stabilize her by increasing her blood pressure.
