If the amount of hydrogen peroxide for 100 mL  strength hydrogen peroxide in normal saline is 25 mL,
  then the amount of normal saline is 75 mL.

  Step B Calculate: determine the amount of solute needed
  C = , V = 100 mL
   x 100 mL= St (solute)
  25 mL = the amount of hydrogen peroxide
  Determine the amount of solvent needed
  V - St = Sv
  100 mL - 25 mL = Sv (solvent)
  75 mL the amount of normal saline
  Step C 25 is  the total volume and 25 + 75 = 100, the answer is reasonable.
