I am in Integrated Physics and Chemistry and we are learning about the elements and bonding. So could someone please explain valence electrons to me?

the column its in on the periodic table. for example if an element is in the third column it has 3 valence electrons. also if it has, for example, 17 valence electrons it would be in the 7th column
