Formal planning systems are designed to identify objectives and to structure the major tasks of the organization to accomplish them. No matter how careful the formal planning process is, however, unexpected events can derail the plan. A second type of planning, referred to as opportunistic planning, should coexist with formal planning and can help the formal plan function more smoothly. Opportunistic planning refers to programmatic actions triggered by unforeseen circumstances. Resources that are not totally committed as part of the formal planning process may be used at the discretion of managers to deal with unexpected events.
