The choice of statistical procedure depends on the scale of measurement used to measure the dependent variable. If the data are an interval scale, for example, the researcher would choose the mean and standard deviation as the measures of central tendency and spread. If the data were an ordinal scale, other measures would be used. Statistical tests assume a certain scale of measurement.
