A division or function becomes powerful when the tasks that it performs give it the ability to control the behavior of other divisions or functions to make them dependent on it, and thereby increase its share of organizational resources. The sources of functional and divisional power are ability to control uncertain contingencies, irreplaceability, centrality, and ability to control and generate resources.
