Moreover, in complex environments, rapid communication and information sharing are often necessary to respond to customer needs and develop new products.
When the environment is stable, in contrast, there is no need for complex decision-making systems. Managing resource transactions is easy, and better performance can be obtained by keeping authority centralized in the top-management team and using top-down decision-making.
