People become anxious when they exchange the old and familiar for something new and uncertain. Proposed changes that disturb habitual routines or patterns are likely to encounter resistance because a person's behavior is governed largely by habit and routine. There is little incentive to change when the old ways of behaving have been tried and are successful.
