First, team members in a product team structure have only one boss: the product team manager. Team members in a matrix structure have two bossesthe product manager and the functional managerand thus divided loyalty. They must juggle the conflicting demands of the function and the product.

Second, in the matrix structure, team membership is not fixed. Team members move from team to team, to where their skills are most needed.
