The strategy of tit-for-tat demonstrates the toughness of a negotiator because a strategy of solid cooperation would
be easily exploitable by an opponent. Tit-for-tat can be provoked: It will defect if the opponent invites competition.
However, the strategy's response to aggression is never greater than what it received. By reciprocating defection,
tit-for-tat conveys the message that it cannot be taken advantage of and effectively moves competitive players
away, thus minimizing non-cooperative interaction.
