Answer to Question 1

TRUE

Answer to Question 2

The ringi system provides that decisions cannot be made unilaterally; doing that would be too individualistic and therefore destructive of group harmony. Matching business behavior with the cultural values of the workforce is a key ingredient in promoting organizational performance. Much of the competitive strength of Japanese firms, for example, is due to their incorporation of Japanese cultural norms into the workplace. Japanese culture emphasizes the importance of group harmony and respect for superiors. Silent leaders, ones who guide rather than command subordinates and who preserve group harmony, are more admired than are authoritarian managers. The ringi system ensures that new approaches are granted group approval before being implemented.
