Because the Japanese culture as a whole seeks to avoid uncertainty, it makes sense that Japanese people would prefer to avoid the uncertainty of what one's next job might be or even whether one will have another job. Lifetime employment eliminates that uncertainty. The seniority-based hierarchical system that served Japan well through the 1980s is now seen as frustrating the aspirations of younger Japanese workers, who find that promotion opportunities are blocked by older workers. The lifetime employment enjoyed by the older generations is becoming less common: Part-time and temporary workers account for a third of the labor force.
