Answer to Question 1

Japanese decision making is a very participative process, characterized by an elaborate and formal system for achieving consensus and agreement among everyone affected by a particular decision. This system, called the ringi system, works from the bottom up in contrast with the American centralized decision-making process, which takes a top-down approach. The ringi process consists of four steps: proposal, circulation, approval, and record.
