Domain analysis is the process of discovering and organizing domain concepts. But domain analysis for building an information system is not concerned with just any concept, and certainly not with all concepts.
First, if necessary, it must analyze the requirements to distinguish them from accidental or intentional product specification. Second, it must identify problems that these requirements are supposed to solve. Third, it must identify the concepts within the problem. Last, but not least, it must discover concepts that may not be apparent by the requirements or the analysis of the problem, but will affect the product nevertheless.
If the information system goes across domains, or will at some point, then concepts must be expanded as well. An advantage of domain analysis is that it permits an application to be local while the perspective of the whole system can remain enterprise-wide.
