Answer to Question 1

TRUE

Answer to Question 2

Pricing will be a challenge. The U.S. government has auctioned off the spectrum, resulting in carriers bearing significant debt before the networks were deployed. Many of the carriers have gone out of business as a result. The costs to deploy 3G are considered too high at this time given the overall economic downturn.
