Answer to Question 1

The teacher's belief system, district policies, influence of colleagues, state standards, and available resources will all play a role in the decision. Children's needs should always be at the center of decision-making.

Answer to Question 2

Be aware of what is available and then be judicious about what you use, adapt instruction to meet the student's needs, don't try to do everything, use only what your students need, seek guidance from veteran teachers and rely on your knowledge and beliefs about how children learn to read.
