Instead, the user pays a fee for access to the needed software. With PaaS, users pay a fee for access to and use of such hardware platforms as storage devices, servers for hosting applications, or platforms that can be used to build, test, and develop applications and products. With IaaS, the user is paying the cloud service provider for use of that providers networking infrastructure. The cloud provider is responsible for setting up and maintaining the infrastructure, and the user then pays a fee to access and use it.
