This presents an obstacle in that such conditions constrain peer-based, lateral, and collegial dialogue. As a result, nurses may not have depth of experience in attending and conducting committee meetings, setting agendas, developing consensus, and dealing with con-flict. Additional barriers to shared governance include inadequate time for education and buy-in by the nursing staff, staff apathy, role confusion, insufficient incentives, and a lack of support and recognition.
