The system utilizes other types of less skilled workers. Patients are likely to have care delivered to them in one shift by several staff members. Some patients may feel that the care they receive is disjointed.

Actual staffing compared to recommended staffing should be tracked. This will give a clue to other staffing issues. Medication errors is another measure that has been linked with NHPPD. When resources are scarce, data are imperative to drive needed change. The outcomes of ineffective staffing patterns and nursing care can be devastating to patients, staff, and the organization.
