The Quality Data Model (QDM) is a quality tool designed by the National Quality Forum as an information model to define concepts used in quality measures and clinical care related to the implementation and automation of electronic health record use. The QDM provides a potential for more precisely defined, standardized, less burdensome quality measurement and reporting related to the EHR.

The Health Information Technology for Economic and Clinical Health (HITECH) Act created some new Medicare and Medicaid incentive programs to assist eligible physicians, hospitals, and other professionals as they transition to the electronic medical record. The HITECH Act provided financial incentives for health care providers for the meaningful use of certified EHR technology and the transition to EHR by the year 2015 . Health care providers who do not meet the requirements and become meaningful users by 2015 will have their Medicare/Medicaid reimbursement reduced.
