An emergency department (ED) manager is disciplining a nurse with a history of multiple client and staff complaints. The last disciplinary action was a verbal warning.

The manager must discipline a nurse regarding her performance within the past 2 weeks. The manager is hesitant to discipline the nurse because the: 1.
