A fifth grader who has had cochlear implants since infancy due to deafness has transferred from another school. In the student's records it shows that they have received A's and B's in classes, as well as high scores on state standardized tests. The student's new teacher is concerned that no Individualized Education Plan came with the student. The teacher wants to refer the student for special education testing since in his records it shows that he is deaf. What would you tell this teacher?
