Public health nursing is guided by priorities identified through an assessment of community health as described by Assumption 4. This includes:
 
  1. Community assessment to define one problem that nurses will focus on for any given year.
  2. The definition of community is a social network of interacting individuals usually in a defined territory.
  3. Prevention strategies are used to minimize the effects of occurrences from the last year.
  4. Public health nurses intervene at the population level only after doing community assessments.

Bioterrorism is defined as the intentional use of a pathogen or biological product to cause harm to human, animal, plant, or living organisms to influence or intimidate the conduct of a government. How can a government prepare for bioterrorism?
 
  1. Threaten lesser-developed countries so they don't develop biological weapons.
  2. Ban biological weapons worldwide
  3. Be able to effectively detect pathogens, manage services, and communicate dur-ing a bioterrorism threat.
  4. Develop antidotes for biological agents.
