Impact or summative evaluation is concerned with the immediate impact of a program on a target group. Process or formative evaluation answers the question: Are we doing what we said we would do? Some authors make a distinction between formative and process evaluation by using process to denote evaluation conducted during the program, whereas formative may be applied at formative or preprogram stages.
