This act was created in response to economic and social problems of the era and shifted the responsibility of care for ill people from the state to the federal government. The National Mental Health Act included the objectives of development of education and research programs for community mental health treatment approaches. The Mental Health Study Act promoted the study of national mental health needs. The Protection and Advocacy for Mentally Ill Individuals Act promoted the development of advocacy programs for mentally ill persons.
