The focus of PHC is a broad range of services that are designed to be affordable for the recipi-ents of the care and the governments who provide them. The emphasis of care is on prevention and the means of providing the care is based on practical, scientifically sound, culturally appro-priate, and socially acceptable methods. All clients can receive PHC services regardless of insur-ance status. Those receiving primary care services may or may not need referral to a specialist.
