The WHO adopted a resolution in 1977 accepting the goal of attaining a level of health that per-mitted all citizens of the world to live socially and economically productive lives. This has been adapted to meet the needs of the new century and was deemed Health for All in the 21st Cen-tury. The focus of this initiative is PHC services.
