Data that are measured at the ordinal level can be assigned to categories that can be ranked.
Interval scales have equal numeric divisions between groupings.
Nominal data are put in categories that may have no relation to each other.
Ratio data meet all the requirements of interval and have a true zero.

Categories must be established in such a way that the datum will fit into only one of the categories (exclusive), and all data must fit into the established categories (exhaustive).
In nominal measures, the researcher decides what constitutes a complete instrument.
Individually the items would not necessarily be stable or structured.
The instrument in its totality would need to be valid and reliable.
