When and why was the Texas state lottery created? Should the lottery be continued in its current form (including how lottery revenue is distributed)? Why or why not?

1. Explain that the lottery was proposed by the state legislature in 1991 under pressure from Governor Ann Richards and it was approved as a constitutional amendment by the voters later that year.
2. Explain that the lottery was created as a way to generate additional revenue, largely in response to shortcomings associated with the oil bust of the 1980s.
3. Explain that lottery revenue has not met projections and that it is nowhere near sufficient to fund schools.
4. State and defend a position regarding the lottery.
