2. Define and explain the merit system, including the role of standardized procedures for hiring, evaluation, and promotion.
3. Explain the use of both systems in Texas and the United States, and explain the factors in Texas, such as the individualistic subculture, inhibiting more widespread support for the merit system.
4. State and defend a position on patronage system versus merit system.
