Answer: An ideal response will:
1. Note that interest groups can lobby the legislature to include favorable constitutional amendments and that business interests are most successful at doing so. If the legislature agrees, these proposed amendments need to be approved by the votersoften during elections when only a fraction of the registered voters show up.
2. Evaluate whether interest groups have a negative impact on the political system.Some will argue that interest groups are sometimes able to enshrine favorable treatment for their economic interest into the constitution.

Answer: An ideal response will:
1. Explain that Davis was a Union army officer who was brought in during Reconstruction. Note that the public generally disliked everything related to Reconstruction.
2. Illustrate how Davis abused his power and may have been corrupt.
3. Note that Davis initially refused to vacate his office even after losing his reelection bid. He only left when faced with the threat of military intervention.
