Answer to Question 1

Before the World War II, many Germans were intensely nationalistic under the
Second Reich. Many Germans under the Second Reich held political activity in low
esteem. Militarism pervaded German politics and society. There was little respect for
minority rights.

Answer to Question 2

German law recognizes the right of workers to have an influence on
management decisions and the law on co-determination means that workers have a
greater degree of representation on the board of directors of all German companies
with more than 500 employees. Although labor never has the deciding vote in decisions,
employers do need to consider the interests of labor under this system and they are
motivated to seek mutually beneficial solutions.
