Answer to Question 1

Absolute monarchy is a non-democratic regime in which rulers assume power by birth and no selectorate exists. The ruler is not answerable to anyone. But in practice, there is a selectorate in absolute monarchies that consists of members of the royal family as well as powerful political groups, all of whom have some leverage over the monarch. The power of the selectorate in determining the political succession is limited as the family bloodline determines the rules of succession when a monarch dies. The relationship between the leader and the selectorate is institutionalized, even though the rules for selection of leaders depend on a family connection.
Example: Saudi Arabia is an example of absolute monarchy as the royal family dominates the political system and the king is the prime minister who heads the council of ministers. Political participation outside the royal family is limited.
