Answer to Question 2

The ideal answer should:
a. Discuss how the views of some delegates were based on a deep distrust of concentrated power, a belief in the importance of individual liberty, and a recognition of the merits of limited government.
b.Contrast those views with the views of other delegates whoheld that continued individual liberty and power to deal with emergent domestic crises required effective, energetic governance by the national government and a newly empowered presidency.
c.Identify how those competing perspectives led to debate on the presidency in regard to four dimensions: independence of the executive, legislative, and judicial branches; division of powers across the branches; the number of presidents; and the mode of presidential selection and succession.
d.Illustrate how the conflicting visions of the delegates on those four dimensions influenced the development of three different proposals: the Virginia Plan, the British Plan, and the New Jersey Plan.
