Richard J. Daley, mayor of Chicago from 1955 to 1976, was very powerful, yet came from a weak mayor system. Where did his power come from?
 
  a. He shared executive power only with close friends, who allowed him to do whatever he wanted.
  b. He was also chair of the Cook County Democratic Party Central Committee.
  c. The council changed the rules so that he could make decisions by himself.
